Documentation for the numberFormat filter function has the arguments reversed
(the format should be listed as the first argument if it is to agree with the
implementation).
The ordering of XML elements is actually unspecified in the documentation, but
the obvious interpretation is that the first named parameter corresponds to the
first element.
