Since WMS 1.1.1 (maybe since 1.1.0) it is allowed to define an AuthorityUrl and
an Identifier
for Layers - see:
http://cite.opengeospatial.org/OGCTestData/wms/1.1.1/spec/wms1.1.1.html#wmsops.getcapabilities.response.layer_properties.identifier_and_authorityurl
It would be nice to have this in the GUI.
(By the way: these declarations are a MUST for INSPIRE conformity.)
