Configured WMS Service OnlineResource URL is ignored in GetCapabilities

In the WMS config page it is possible to set a "service" level online resource
URL, but it is ignored by the getcaps transformers, both for version 1.1.1 and
1.3.0.
Instead, they build a default onlineResource URL based on the server's address.
This is wrong, as the service onlineResource is meant to "be used to refer to
the web site of the service provider", the spec says.
The fix is just to honor the service URL configured by the admin at the
WMSAdminPage. If it is not set then we can fall back to the server's base
address, but not adding /wms or /ows at the end.
