INSPIRE has particular requirements about GetFeatureInfo, so before people meet
those they'll often want to put up a WMS Service that just doesn't offer
GetFeatureInfo. We should provide a way to turn GetFeatureInfo off for a
layer, ideally in the GUI and the RESTConfig. This should be reflected in the
capabilities document (queryable=0), and the end point should not respond.
In time it might be nice to make this a security setting, so it can be
available to some users but not all.
IGN France is working on a patch for this.
