Usage of CatalogImpl in beans prevents other Catalog implementations to reuse

CatalogFactoryImpl, WMSLayerInfoImpl and WMSStoreInfoImpl only allows
CatalogImpl in constructor even though they have no need to be so specific.
(As a side note why are public static functions on CatalogImpl and
SecureCatalogImpl, when they are beans loaded by the Spring context. Usage of
those functions makes them hardwired as you can't override that behaviour.)
