For INSPIRE it is necessary to specify the vocabulary attribute for keywords,
but this is currently not possible with GeoServer. Btw, this is not INSPIRE
specific, but comes from the vanilla WMS spec.
An example of what needs to be possible is:
<KeywordList><Keyword vocabulary="ISO">infoMapAccessService</Keyword><Keyword
vocabulary="GEMET - INSPIRE themes, version
