Need more flexible MetadataURL types

For INSPIRE MetadataURL needs to be like:
<MetadataURL type="ISO19115:2003"><Format>text/xml</Format><OnlineResource
xlink:type="simple"
xlink:href="http://nationaalgeoregister.nl/geonetwork/srv/nl/csw?SERVICE=CSW&REQUEST=GetRecordById&ID=c39f9cf1-23d2-4015-bb17-e7b34ef0203b&elementSetName=full&OutputSchema=http://www.isotc211.org/2005/gmd"/></MetadataURL>
However one cannot specify ISO19115:2003 as the type in the GeoServer admin UI.
So either add this option, or make it more flexible so people can provide their
own.
