KVPUtils is used by tests and by WPS to tokenize a URL in key value pairs.
Normally this it done by the container, but in the two mentioned situations
that cannot happen.
The current code will fail if the url contains something like
CQL_FILTER=NAME='value', assigning the CQL filter just NAME, skipping the rest
of the comparison
