i18n support for "UNKNOWN" native SRS in CRSPanel

If the resource has no information about the SRS, the CRSPanel shows "UNKNOWN"
in the srs text box, which is not editable.
The value "UNKNOWN" should be externalized to support translations
the patch makes an "unknownSRS" property available in the web-core module
GeoServerApplication.properties file. A scan of text occurrence "UNKNOWN" shows
up org.geoserver.catalog.rest.CoverageStoreFileResource. I guess its not
relevant for the web (ui) but maybe there is a correlation I'm unaware of..
