WCS 1.0's DescribeCoverage in GeoServer r16592 does not work with ArcMap 10.0

ArcMap issues a {{DescribeCoverage}} request without a {{coverage}} parameter
in the query string to get all coverages. However, in GeoServer, the absence of
a {{coverage}} parameter causes an exception to be thrown.
A patch is attached to remove the exception and to return all coverage stores
if the {{coverage}} parameter is missing, but ArcMap still does not index the
coverages.
