wfsrequest.txt must not encode real server host name

WFS Request with outputformat=shape-zip encodes the wfsrequest.txt with the 
real server hostname. It should encode the request-url like in WFS Caps (where 
canonical WFS Schema is used and onlineResource is also well encoded).
