I'm debugging Geoserver via Eclipse by running Start.java. My goal is
to run custom WPS plugins. Right now, when I deploy to Tomcat, I build
Geoserver using the '-P wps' args. However when I debug using Eclipse,
I'm unable to get the WPS Extensions to show up in the Jetty instance
that Eclipse deploys. I've added what I think are the necessary build
path references to the web-app project, but no luck so far.

Is there some build step I need to follow in order to get the WPS
Extensions enabled while running/debugging Start.java in Eclipse?
