Fix For: 2.1.3
Marking as a blocker since it's a regression compared to 2.1.2. I guess we
should either setup code to use the proxies in commons-http client or allow the
users to choose what http client library to use (the java built-in one should
work provided system variables are set).
I guess the former would be better, especially if we start using the geotools
HTTPClient abstraction in more places.
