Currently, GeoServer 2.1.3 considers that the first feature corresponds to 
STARTINDEX=0. A Change Request ( 
https://portal.opengeospatial.org/files/?artifact_id=44921 ) has been emitted 
to make it clear that the first feature should be STARTINDEX=1.
