GSIP 73 introduced the concept of LayerGroups local to a workspace, by adding a
workspace property to LayerGroupInfo. Make sure the embedded GWC can deal with
them.
This issue partially depends on GEOS-4985, as we discovered that prefixed layer
group names are needed in order to avoid name clashes when not using a local
workspace, regardless of GWC.
