Follow suite with the increased move to per-workspace configuration and make it
so the gwc tile layer configuration for layers and groups of a given workspace
is stored locally to that workspace:

This will also allow to more efficiently filter tile layers by workspace when
using local-workspace request paths instead of traversing the whole list of
