Setting GEOSERVER_LOG_LOCATION in web.xml only configures the location that 
logs are read from, not the location they are written to. The latter is 
configured through logging.xml. 

It would be nice to set this globally through web.xml so you can bake your 
configs in one place (for automated deployment frameworks) and where 
logging.xml might never be realized if using minimal data_dir template.
