Rearrange the GWC UI components so that the GWC/Tiling UI is more self
contained and less spread all over the place.
For instance:
- Make the LayerGroup tile cache config be on a tab inside the layer group edit
page, just like it is in the layer edit page.
- Create a separate top level menu entry
* call it "Tile Cache" instead of GeoWebcache
* move the "cached layers page" as a submenu
* create sub menu entries for global config, gridsets
