Default configuration of Tomcat.
Default configuration of GeoServer 2.1.3.
Create a new store to one of the test shape files shipped with GeoServer. Tried
to create a layer and everytime you hit 'save' it just stays on the page and
when you go back to the layers list, it is not there. No exception or anything.
The exact same procedure works fine in GeoServer 2.1.2 and Tomcat.
As a side note, the layers that are preconfigured all work just fine, it only
happens when you try to reconfigure. So, to reproduce, delete one of the
'shipped-with' layers and try to re-add it.
