A factory to define custom datum transforms expressed as math transforms in
WKT, in a properties file.
Will be used to easily complement or override EPSG database, for transforms not
expressable inside a CRS definition as +towgs84 params. For instance, for grid
shifts, ploynomial warps, or transforms not going to/from WGS84.
Depends on GEOT-4108.
