Currently the predefined Env variables wms_width and wms_height provide the 
size of the requested image.  When metatiling is being used, the rendering 
system is actually generating an image which is larger than the requested size. 
 This inconsistency causes problems with some kinds of rendering 
transformations (in particular, ones whose behaviour is sensitive to the output 
image size).  

The current code is at line 450 in GetMap.java.  The fix is presumably to set 
these variables to be the actual metatile size.  Or, if it is actually useful 
to be able to determine the output image size, should there be two new 
variables which provide the rendered image size?
