If a layer has time or elevation enabled, and a tile request comes asking for
the default (current) value, that value might change over time.
If GWC uses the default cache tiles would be generated at different times,
possibly with different "current" values.
Make it so that GWC automatically sets the appropriate parameter filter value
to the explicit "current" value for the required dimension.
