If you send a getCapabilities request to WFS 1.1 and 2.0 instances of Geoserver 2.1.3, it won't list WITHIN filter as a supported spatial operator. Andrea thinks that it might have just been an oversight that the WITHIN spatial operator has not been included in the list of supported spatial filters.
The included patch fixes the "Missing WITHIN filter" issue and also corrects the typo made when listing "Intersects" instead of "Intersect" as a supported spatial filter for WFS 1.0.0.
