I guess so. There is another bit though, this is generic functionality, not WFS specific, and other OGC protocols can be bound to SOAP 1.2, so I guess the right way to do it would be to recognize from the request which version of SOAP was used, and respond accordingly Cheers Andrea -- Ing.
