At yesterday's GeoServer meeting, it was noted that all the current
Project Steering Committee members are developers.
http://docs.geoserver.org/latest/en/developer/policies/psc.html

To broaden the range of views that are represented on the committee,
non-developers are welcome. For example, those with an interest or
experience in documentation, deployment, and the real-world use of
GeoServer have much to contribute to the direction of GeoServer.

If you are interested in contributing to GeoServer by being a member of
the Project Steering Committee, please nominate yourself by emailing the
geoserver-devel mailing list.

Kind regards,
