I have updated the branch in my repo (still at
https://github.com/dwins/geoserver/compare/master...feature-reduced-accuracy-time).
There are some basic unit tests now and things appear to be working. Next
week I'll look into expanding the tests and creating a ticket/patch. Time
allowing, I'd also like to take a look at fixing the period support (which
currently treats all units as a constant number of milliseconds and so
doesn't work well for months or leap (year/day/seconds.)
BTW, the issue described at
http://gis.stackexchange.com/questions/12399/geoserver-converting-postgis-timestamp-with-time-zone
affects
our WMS GetCapabilities output too.
