Phil, we currently meet in a Skype voice teleconference (and and a bit of test side-chat). Set up is on IRC #geotools and #geoserver on freenode; committee members online (or on Skype) get invited. Minutes are collaboratively written on an EtherPad (we are currently using titanpad.com).
