Need to confirm with Andrea on his intensions here, however:

1. LGPL is compatible with GPL (so this is not a serious issue)
2. We can relicense LGPL code to GPL, but should check with the author
3. The author, Andrea, has signed a code contribution agreement and added this code to the geoserver code base (so we can probably assume this was a mistake)
