Sounds like a broken specification process to me. No way to appeal? >Thought as much. Still thinking of ways to make the "layer in the root" behavior >sort of pluggable, so that it's not there unless the EO extensions are activated. I can see EO geophysics being part of our future but to be honest, I was thinking about it terms of ordinary layer groups. On the client side, one of the issues is to group or not group layers when requesting from WMS. Grouping gives faster loading but you lose the utility of switching layers on and off. We have a creator utility for making map configs and it relies heavily on getcaps but the result is rather dumb. What you were suggesting suggests that you could effectively structures getcaps be structure and then you could decide whether pick individual layers or groups. For tools using getcaps, it becomes a way to organise geoserver contents which can be a complete mess. Maybe rolling a "layer group unpacker" extension, so that the current code expanding the layer group into its components can be made pluggable and overridable, and keep this "EO root" in the layer group's metadata map.
