I asked on the JIRA community forum as to whether it was possible and the
response was:
"*You modify the permission scheme to add Reporter under Edit permissions.*"
So apparently it is possible.
I think it'd be worth doing; it'd allow the more active reporters to edit
their tickets and ensure they're up-to-date, helping remove some of that
particular onus from the devs.
