Description:

GeoServer currently keeps the configuration files and the data files in separate directories for the most part. This is useful for backing up the config/data separately using different strategies.
However, the /gwc directory doesn't follow this philosophy. Inside it, as well as tile cache directories, there's also the quota (geowebcache-diskquota.xml) and gridset (geowebcache.xml) configuration.
I believe these two files should be stored elsewhere from this directory to be in-keeping with the philosophy for the rest of the file-structure.
Using web.xml <param-name>GEOWEBCACHE_CACHE_DIR</param-name> doesn't resolve this - it just moves the two xml files with the data.
