Hi,
I just found that WMS getCapabilities version 1.1.1 using a local workspace
will return the layers as well as the layer groups, but version 1.3.0 will
not.
Since I have been working in this area for adding an option to include
layer name prefixes for local workspaces, I could also look at this.
However I need to know what the "correct" behaviour is. It seems to me
that the two versions should list the same layers.
