a couple of months ago I've committed on trunk a patch for

which adds metadata links support for WFS as well. The diff is here:

The patch has been sitting there for a while, now we (GeoSolutions) would
like to backport it to the 2.3.x series to improve GeoServer own INSPIRE
WFS compatibility story.
Timing wise these days we are still in the "green", next release is June
18th
