Description:

We use the vendorOption "spaceAround" with a negative value (-1) which disables conflict resolution.
Our symbolizer is supposed to use meters (uom="m").
The behaviour is all right if the rendered image is zoomed in (pixel size << 1 meter).
If the rendered image is zoomed out (pixel size pixel >> 1 meter), conflict resolution is no more disabled (some labels disappear).
It seems very likely that the spaceAround parameter is converted and "rounded", and that some negative values (> -1 or >-0.5), after conversion are rounded to 0. Hence the erroneous behaviour (conflict resolution is no more disabled despite the negative value set by the user, and more important, result depends on the zoom level).
