QGIS has a bug (http://hub.qgis.org/issues/9132) where it sends the following as its getCapabilities:
http://wppgeog3/geoserver/gwc/service/wmts?SERVICE=WMS&REQUEST=GetCapabilities

It is requesting the SERVICE as a WMS not WMTS; GeoServer honours this. Problem is, the spec says of "service":
"Character String type, not empty SHALL be "WMTS""
So it should be returning a InvalidParameterValue exception.
