If I send the query:

http://localhost:8080/geoserver/ows?service=wfs&version=2.0.0&request=GetFeature&storedquery_id=urn:ogc:def:query:OGC-WFS::GetFeatureById&id=archsites.1&

to a freshly installed GeoServer with the default shipped demo data sets the response is wrapped in a wfs:FeatureCollection.

Para 11.3.5 of the WFS 2.0.0 standard says that for the GetFeatureById stored query:

"The response shall only contain the feature XML without any of the normal containing elements generated as a result of executing a GetFeature operation..."
