To start with, this should at least include a version.

Perhaps the endpoint is /rest/importer/capabilities (or version and leave capabilities to provide more details)

And it responds with version=1.0 (xml/json whatever)

I marked this as blocker since I strongly feel this should be included before the extension status is achieved.
