The problem with the silk forward and back buttons is that they don't link
the forward/back concept to position on the list.  That's why I exaggerated
the vertical displacement of the overlapping pages and sloped the arrow at
an angle.  Switching to the existing forward and back buttons instead of up
and down would help people make the right choice in terms of moving a
particular layer, but it wouldn't make it any more obvious how the order of
the list related to the visual overlapping.  In fact the silk icons go the
wrong way with the forward shape higher than the rear shape.

Maybe if the blank spots for the up/forward button on the first row and
down/backward button labels "front" and "back" instead of a blank space
that would get the point across.  Or maybe desaturated versions of the
front and back buttons to indicate both that it can't go further and why.
Special versions of the silk forward/back buttons that have the forward
shape lower might be a good idea too.
