Thanks, Jody. Following your pointers I was able to add UI to the layer config page and populate the metadata map. I think this is a good solution.

It is a little more tricky if you want to adjust these settings on a layer by layer basis ... there is a metadatamap <http://ares.boundlessgeo.com/geoserver/2.4.x/doc/javadoc/org/geoserver/catalog/ResourceInfo.html#getMetadata%28%29> that can be used for this purpose - but you will need to add some UI elements to the layer configuration panels <http://ares.boundlessgeo.com/geoserver/2.4.x/doc/javadoc/> such as KMLLayerConfigPanel.

Now is a good time to do the work as we have recently created a new master branch and the code freeze for release is over.
