I had not noticed before that EPSG folks are trolling with the official remarks
as in

Nobody uses EPSG:5048 in Finland as far as I know.

Yes, WMS 1.3 requires swapped coordinates only if the SRS in question uses
north/east orientation in the official EPSG database, you can check its online
version here: http://www.epsg-registry.org/
As a simplified rule, most of the geographic CRS need to use lat/lon order,
most of the projected ones are east/north instead (although there are a few
exceptions
of projected SRS that still use north/east order)
