I am going over all the tickets that Jukka provided feedback on during his
jira clean up round
(thanks Jukka btw) and found one that seems to have a relatively simple
solution:

Instead of having all the code check for layer/resources being enabled,
which is wasteful,
shouldn't it be better/easier to write a catalog filter that just gets rid
of all resources/layer
that are disabled if we are in the context of a OGC request (by checking
Dispatcher.REQUEST
and the current service being used).
The only thing that seems like it might break code would be WPS used for
administration
tasks, but we don't have a good story for them at the moment (like, no way
to identify
a WPS that will try to do admin operations)
