Let me make some contribution to this discussion.
I like the idea with jars. One can contribute any time without waiting for
GeoServer release. And if you want to update translation of your GeoServer
you just need to download appropriate jar and place it to your lib
directory. But jars are not enough. You still might need version control
and pull requests as a tool of moderation.
Transifex is good and easy to start. But then sync problems are coming. And
duplicate translation is bad thing by definition. So I (personally) prefer
clear scheme, even if I need to explore some tools to get results.
Another reason I like jars is because I can be responsible of translation.
So I could keep an eye on changes in properties file and keep my language
up to date with no need to build GeoServer and bother developers. I think
that you can find person like me for each other language. So you can
transfer good deal of work on people who interested in it.
