The latter includes many non-layer specific cache settings - despite the name. These should be moved into their own section, and this one should only contain options that will be copied to layers as they are added. Specifically, things such as Tile Locking mechanism Cache type (File, Memory, ...) Cache type settings (based on above) - i.e. 'Available caches' for a Memory BlobStore should not be in the layer section.
