Hi, I concur with Jukka, this is the typical 2.5d dataset, the crs is 2D, but the data also has a 3rd ordinate.
Which version of GeoServer are you using? And which datastore? About Jukka suggestion to have the srsDimension, it's what we do in the new "fast" GML encoder in GeoServer 2.8.x, but checking the code, it seems that the encoder used in 2.7.x is also going to encode that... so I'm not sure what's going on there, hence my questions above.
