In the past we had kind of "on request" process to get translations back
into codebase. Normally teams are working hard in a pre-release timeslot.
Few of them managed to get it back into codebase by itself using the
transifex client tool or just downloading properties files and created pull
requests for github out of it.

Automation ist only etablished from github to transifex to get latest key's
and changes from values as a base into transifex. Teams are getting
notifications (if enabled) about changes.

Finally : Save at Transifex only means persiting it at Transifex. I started
to document how to get priperties files back into codebase, review is
welcome :

Jukka you are right, you can set defaults for the UI using properties
user.language and user.country [1] but at the end t dependes from from
Browser settings. Change the language for your prefered Browser and try
GeoServer UI again (maybe after restart of your Browser)

We have filed an improvement ticket to provide UI-Elements for users to
change Locale at runtime [2]. It would help to change language independenly
from Browser settings (Good example is on Transifex itself)
