Yes this definitely sounds like a good idea, and like it would be non-
trivial to implement.
I haven't looked at this particular part of the problem, but I have looked at
giving GWC it's own idea of virtual services that could be hooked up to
GeoServer workspaces the same way as GeoServer's own virtual services. I have
a ticket for the issue in the GWC bug tracker here:

Since GWC doesn't really have workspaces, my thought was to implement it as
filters over the complete GWC catalog that could hide or rename layers.
(https://github.com/GeoWebCache/geowebcache/issues/319[1]) Alternatively it
could be done using the Separate "Configuration" objects in GWC for this,
although that would require making a separate one for each workspace in the GWC
integration. Before that seems like too much work, but if the back end
implementation of the configuration is being divided up by workspace anyway, it
might make sense to do it that way.
