Looks like workshops <http://2016.foss4g.org/programme.html#workshops> are
being done this year by project (with OSGeo projects such as geoserver
getting the first go, followed by incubating projects, followed by others).
This is a bit difficult for GeoServer where we usually have a number of
organizations submitting workshops.
Digging deeper it looks like the LOC committee dragged their policy from a
draft wiki entry here
<https://wiki.osgeo.org/wiki/FOSS4G_Handbook#Workshops> which is waiting
review.
