It rings a bell but I believe my exception was slightly different, relating
to the classpath.
Anyway, the solution for me was setting:
System.setProperty("org.eclipse.emf.ecore.EPackage.Registry.INSTANCE",
"org.eclipse.emf.ecore.impl.EPackageRegsitryImpl");
