+1. I suggest a small rewording in the new policy:
"that happens to miss it" -> "without one" And a new bullet point that spells out the big change: - Otherwise do not change the copyright header when an existing file is modified One other question: should we change existing date ranges to single years when the file is modified? I support removing all dates from copyright headers; I will be interested to see the legal advice on this matter obtained by OSGeo. Kind regards, Ben.
