The point about existing files lacking a copyright header might be contentious,
I've just chosen
the quickest approach, as with old files the current git history might not be
sufficient anyways (one would
have to go and find files in the geoserver-history repo, and sometimes files
have been moved in svn
without the proper commands, making it hard to actually track the file origin).
